Guiding Document BIM PL

The guiding document developed by PWC at the request of the Polish Ministry of Development with the participation of funds from the European Commission, was created as an introduction to a number of documents of the task Digitization of the construction process in Poland in the field of construction investment management in the BIM methodology - document templates. The document was published on the website of the Polish Ministry of GOV.PL in August 2020. As part of the entire task, already completed, the previously described Road Map of BIM Implementation in Poland and a number of BIM documents were created: BIM Lexicon, BIM Requirements Template Overview, BIM Requirements Template, BIM Plan Template Overview, BIM Plan Template, Model Production and Delivery Table. The presented guidance document introduces you to the entire complex of prepared documentation and is a summary of all studies. The document templates provided above were created for the purpose of implementing pilot housing projects. It should be mentioned a special act, recently introduced into the Polish construction and spatial development law, facilitating the implementation of large housing projects by the public and private sectors. The developed templates do not constitute a rigid framework of the Polish BIM standard. Rather, they are described as minimum requirements for these documents to be freely adapted in specific investments, especially in public procurement.


MacroBIM is a new element in the Polish contract system. It is located somewhere between the architectural concept and the functional and utility program. In its assumption, it is a BIM tool, limited to the minimum (function and volume), for estimating the final costs of a building or a public tender. Unfortunately, the developed documents lack Excel templates for calculating partitions, glazing, installations and other building elements that can be obtained from the MacroBim model in terms of area and price estimates. Kind of COBie limited to this procurement phase only. The most important information obtained from the MacroBIM phase model is the overall final cost. In terms of implementation and completion of construction. At this stage, the documents in the field of: Digitization of the construction process in Poland do not include the use phase.

The prepared template documents were developed with a high level of generality in order to allow them to be adapted to the largest number of volumes, functions and diversity of building structures. An interesting item in the Guiding Document is chapter 2.4 ISO standard and the content of BIM documents, which includes comments and recommendations for necessary actions to implement ISO standards (ISO 19650). Example: developing a common BIM terminology dictionary in Polish (a special government website will be created in Peru to perform this function). Reading all the recommendations allows you to understand how much work needs to be done to adapt Polish BIM to the applicable international standards. BIM PL still has a long way to go to ISO.

In Chapter 3 of the Project Recommendations, we can read about the analysis of various options for the implementation of public procurement. Possible to use in Poland. The recommended formula is Design and Build. As the most common form, it gives the possibility of controlling the BIM methodology at an early stage - by one entity, a contractor. This formula was defined as the closest to the IPD principles of investment implementation and practiced in public procurement. At this point, it is necessary to mention the changes that took place in September 2020 in the Polish construction law in the field of application of the construction design and the introduction of a new form of technical design. It should be noted that the model presented in the cover document already differs from the assumption of this amendment to the law. The recommendation should include obtaining the concept through a national or international competition, selecting the most appropriate concept. On the basis of the concept, a construction project should be created, taking into account the MacroBIM formula and BIM at the LOD 200-300 level. Then, on the basis of the above-mentioned, a public procurement competition should be announced in the design and build formula, taking into account the further formula of the BIM model.

Chapter 4 consists mainly of the results of consultation of documents with the target group of recipients: central and local government administration and specialists from the private sector. The following are worth quoting: business profiles of the respondents: investor 19.12%; designer 35.29%, contractor 8.82%; others: no answer and others. The indicated activity of the respondents in terms of the type of construction: other than housing 41.18%; residential 29.41%, industrial 26.47%, linear 25.00%; other 23.53%, hydrotechnical 13.24%. It can be assumed that the proportional division presented above will also apply to the use of implemented BIM. Complementary activities - next steps - for BIM implementation are described in subchapter 4.4. The most interesting, worth quoting: development of a full, detailed vocabulary for construction investments, classification (building materials, consistent and homogeneous for the country), development of national standards in combination with GIS and BIM, development of BIM documents for the operation phase (at least BIM 6D), model records concerning the criteria for evaluating offers other than price or cost, unifying the names of roles and scopes of responsibility in the implementation of the investment.
