In 2020, the FEDERAL CHAMBER OF ARCHITECTS in Germany published the amendments to the BIM handbook for Architects from 2016 under the name: BIM FOR ARCHITECTS PERFORMANCE PAGE REMUNERATION AGREEMENT [2]. The manual includes guidelines for the investment phases, bim project steps, list of special services, clauses for bim contracts, bim project remuneration rules, and liability aspects. Below, he quotes the section NOTES ABOUT THE APPLICATION IN THE PERFORMANCE DRAWING:

1 The BIM Object Planning Service of the Federal Chamber of Architects is designed to enable customers and architects to better exploit the benefits of digital planning using the BIM planning method. The aim is to achieve increased security in terms and costs as well as better planning quality, including through the use of automated test programs.


2 The requirements for the BIM working method for a specific planning task should be thoroughly discussed with the client in terms of the scope and potential of the BIM project, if possible before commissioning the relevant architectural services. Such advice can be provided by architects with experience in BIM or suitably qualified specialists, eg BIM consultants / BIM managers. Thereafter, a detailed explanation of the planning method should be carried out as part of the basic arrangement with the customer. This includes the definition of a planning method and an explanation of the Customer Information Requirements (AIA). AIAs are the basis for commissioning and are made available by the client to the architect. On this basis, BIM use cases should be defined, in particular the use of specific test programs (eg Programs for automatic clash control). The BIM Processing Plan (BAP) serves as a central regulatory measure in the BIM planning process. This is to be drawn up and coordinated in cooperation with the architect and other planning parties. Therefore, the service profile does not contain any predefined specifications for a specific workflow or specific test programs.

3 The BIM-specific basic service charges shown in the service profile are generally shown in the HOAI as this is method neutral. During the transition phase, it may be advisable to award the architect an appropriate additional remuneration within the minimum and maximum HOAI rates for additional work related to the use of BIM. If the architect is entrusted with tasks that do not fall under the price demarcation of the basic services of a service profile, but go beyond that, these are special services for which additional remuneration may be requested and are explained in more detail below.

4 The use of BIM does not necessarily lead to performance changes in the planning process. Core services do not necessarily move downstream. If the builder wishes more depth of planning in advance, ensure that early work is outsourced and rewarded for later phases of work. Regardless, it is recommended to outsource work steps 1 to 7 together and do not implement step-by-step commissioning to avoid unnecessary work methods and loss of productivity. If the contractual requirements provide for a step-by-step award of services, it is advisable to mutually agree on the remuneration for the different stages of service provision, taking into account any required project-related deferrals using the BIM work method.

5 Architectural services in accordance with the service profile are subject to the provisions on employment contracts. For contracts concluded from January 1, 2018, the new BGB regulations for architectural and engineering contracts, §§ 650p ff. BGB. The BIM method has no impact on the structure and the agreed partial successes of the individual service phases.

6 In service phase 2, the architect can work with the building model right from the start. However, it is not obliged to do so according to the presented service profile. However, the proposed service profile provides that the architect, after agreeing the tested variants and determining the solution to be implemented, creates the effect of work in the form of a digital model ending the service phase. At the end of service phase 2, the architect should also create a coordination model, but only to the extent that the relevant specialized planning services are made available in an appropriate form. However, this suggestion is optional. It can also be useful to only deliver the first model at the beginning of the third service phase.

7 As part of the coordination function, the architect takes over the BIM coordination in the planning process with other technical planning actors. The architect is responsible for the proper coordination of specialized design services only if the client orders appropriately specialized planning services. Otherwise, the responsibility for individual planning remains with the services provided by the respective planner.

8 Quantities are taken from the digital model at the end of the second phase of the service. The cost estimates and calculations are based on the quantities derived from the model.

9 The scope of services is based on the fact that classic tender documents are produced in connection with the preparation and participation in a tender. The digital model is also sent to those involved in the execution as an informative model, unless this is not appropriate in individual cases.

10 The service profile does not have an association between digital components and meetings in Core Services. The architect remains free to decide how to schedule meetings, in particular whether to combine digital components with meetings or to use separate meeting planning software. If the customer wants model-driven planning, check to see if this is a special service that must be paid for separately.

11 As part of the deployment planning update, the digital building model will be further developed. The basic services of an architect do not include the implementation of the as-built model. The transfer of the planning model to the as-built model is - if necessary - agreed as a special service. The same goes for creating a facility management model (eg by reducing data from the planning model and adding additional operational data).

12 Contractors may impose additional requirements on the planning process and planning results that go beyond the core estate planning services in line with HOAI's service profile. According to HOAI, they are to be classified as special services. The architect must provide such services only if an appropriate contract has been concluded with him (including any additional remuneration). The Service Profile does not contain any conclusive suggestions for BIM-specific special services as explained below.

13 Working with the BIM planning method requires a continuous planning process with an integrated planning team. The planning method is based on the principle: "Build digitally first, then in the real world." The aim is therefore to avoid planning during construction.
